suggest the idea of a council in school assembly and lay out the rules of what you want your student council to have

Create a voting system with a ballot system where students can choose who they want to be in different positions within the council. Tell students running for specific positions to campaign and make speeches for why they should be elected
Third Step:
First meeting
How to:
In your first meeting it is important to lay out the foundation and rules for the council and what they need to do as an elected official. Create a schedule for when the council will meet in the future. Give council students the ability to suggest their own rules and take feedback from them.
Events

Set up a fundraiser or event

Have the president of the council create a plan for a fundraiser or event. Examples of events you can do are: Food drive, Bake sale, Casino night (for parents), etc.
Fifth Step:
How to:
Allow for students to give complaints to members of the council. In the council meetings, discuss if these complaints need to be met or not, if so, create a plan for how they should be met.

Final Step:
Continuation
How to:
Repeat previous steps the following year after the current student council has been disolved. Allow for students to be re-elected to the same positions they were previously elected for.
